Prohibits county school superintendents from prescribing additional qualifications for board appointment candidates or requiring candidates to attend classes, seminars, or similar events.

Requires county school superintendents to make a governing board appointment or call a special election within sixty days of notification of a vacancy, eliminating indefinite discretion in the appointment process.

Makes county school superintendent advisory committees subject to open meeting requirements under Arizona's open meetings law.
