Amends Arizona law to allow juvenile courts to waive all or part of supervision fees for juveniles who were adopted or placed in permanent guardianship after being determined to be dependent children, if extenuating circumstances exist.

Extends waiver authority to charges, expenses, and maintenance costs imposed on juveniles committed to the Department of Juvenile Corrections or other state institutions when the juvenile was previously adopted or in permanent guardianship.

Allows county attorneys and juvenile courts to waive the $50 diversion program fee for parents of juveniles in diversion programs if the juvenile was adopted or placed in permanent guardianship after dependency determination and extenuating circumstances exist.

Requires courts to consider the totality of a child's circumstances and the nature of the dependency when determining whether to impose financial obligations on adopted or permanently guardianized juveniles.
