Establishes the Public Employee Bargaining Act creating a framework for public employees to engage in collective bargaining with public employers, including formation of labor organizations and exclusive representation rights.

Creates a Public Employee Labor Relations Board consisting of three members appointed by the governor to administer the act, adopt rules, designate bargaining units, conduct elections, and hear complaints regarding prohibited labor practices.

Allows public employers to establish local labor relations boards by ordinance, resolution, or charter amendment, with board approval, to assume duties and responsibilities within their jurisdiction.

Prohibits strikes and lockouts by public employees and employers respectively, with violations subject to injunctive relief and potential decertification of labor organizations for up to one year.

Requires good faith collective bargaining on wages, hours, and other terms and conditions of employment, establishes grievance procedures with binding arbitration, and provides for mediation and arbitration in case of impasse, with the act and board terminating on July 1, 2021 and January 1, 2022 respectively.
