Amends Arizona Revised Statutes by adding Article 7 to Title 23, Chapter 8 regarding representation expenses for labor organizations.

Allows labor contracts to require nonunion employees in a bargaining unit to reimburse the labor organization for actual costs of grievance representation, capped at the amount of membership dues during the most recent contract period.

Defines "actual costs of grievance representation" to include expenses for labor organization staff time, transcripts, attorney fees, and arbitrator costs, but excludes political activities, collective bargaining, and internal electoral process costs.

Permits employees to reimburse costs through monthly payments equal to normal membership dues, and authorizes labor organizations to sue for unpaid costs if reimbursement is not started within 30 days of final grievance decision.

Protects nonunion employees' right to self-representation or independent legal counsel in grievance proceedings and ensures failure to reimburse does not affect employment status.
