Amends Arizona Revised Statutes section 42-6002 regarding procedures for municipal excise tax levy, collection, and enforcement by cities and towns.

Prohibits cities and towns from employing auditors on a contingent fee basis or entering into contingent fee contracts for auditing transaction privilege and affiliated excise taxes.

Prohibits cities and towns from contracting with third parties (other than the state or political subdivisions) for collection, administration, or processing of transaction privilege and affiliated taxes, with an exception for delinquent tax collection.

Applies to contracts entered into on or after January 1, 2011, but does not affect contracts existing before that date unless they are renewed.
