Amends Arizona Revised Statutes Section 23-781 regarding unemployment benefits eligibility for certain individuals.

Denies unemployment benefits to athletes for weeks between successive sport seasons if they performed services in the prior season and have reasonable assurance of performing services in the upcoming season.

Restricts unemployment benefits based on services performed by aliens unless they were lawfully admitted for permanent residence, lawfully present to perform the services, or permanently residing in the United States under color of law at the time services were performed.

Requires that data or information to determine alien status be uniformly requested from all unemployment benefits applicants.

Specifies that determinations denying benefits based on alien status must be made only upon a preponderance of the evidence when an application would otherwise be approved.
