Amends Arizona Revised Statutes to add Chapter 35 regulating firearm shows, defining a firearm show as an event where 20% or more exhibitors are firearm dealers, or 10+ firearm exhibitors participate, or 25+ pistols/revolvers or 50+ total firearms are offered for sale.

Requires firearm show operators to post conspicuous signs at all entrances, ticket sales locations, and at least 4 additional locations stating that national instant criminal background checks are required before all firearm sales or transfers.

Mandates firearm show operators notify all exhibitors in writing about background check requirements and provide access to a federally licensed firearm dealer authorized to conduct background checks at the show at cost.

Requires sellers to only sell firearms to persons who have completed a national instant criminal background check and comply with federal law (18 U.S.C. § 922(t)); prohibits circumventing requirements by transferring firearms at locations outside the show.

Establishes civil penalties up to $10,000 per violation for operators, enforced by the Arizona Attorney General, and makes knowingly violating firearms sales requirements a Class 1 misdemeanor.
