Amends Arizona Revised Statutes section 28-5102 to establish minimum quality standards and a quality assurance program for authorized third parties handling motor vehicle services.

Grants the director authority to conduct investigations, audits, on-site inspections during business hours, and require certification of authorized third party employees and agents to ensure compliance.

Authorizes the director to require authorized third parties to reimburse the department for mutually agreed-upon costs.

Requires the Department of Transportation to submit a report by December 31, 2011 reviewing current authorized third party services and recommending opportunities for expansion, including driver license issuance, field office privatization, and vehicle/mobile home inspections.

Directs the report to identify barriers to privatization (security, identity theft prevention) and recommend efficiency improvements (equipment, document management, retention fees); report requirement expires September 30, 2012.
