Repeals a 10 percent surcharge on fines owed by defendants when a sheriff or constable serves a warrant for failure to pay a fine issued by a justice or superior court judge.

Creates a new $125 assessment for persons convicted of vehicle violations in superior court or justice court when a warrant for failure to pay a fine is issued for their arrest.

Requires courts to transmit the $125 assessment monies to the county treasurer for deposit in the county general fund.

Specifies that the $125 assessment is not subject to any surcharge.

Adds authority for constables to execute and serve warrants in addition to processes and notices directed to them by a justice of the peace.
