Amends Arizona law regulating ambulance services and certificates of necessity required to operate ambulances in the state.

Prohibits the director from considering financial impact on existing certificate holders or their performance when deciding whether to issue certificates of necessity to multiple ground ambulance services in the same or overlapping service areas.

Exempts ambulance services operated by incorporated cities or towns from certificate of necessity requirements if approved by the city/town governing body, operate within city/town boundaries, and provide emergency services to all persons within their borders and within five miles outside boundaries.

Defines "emergency ambulance services" by reference to section 20-2801 and clarifies that service area descriptions may include subsequent annexations or exclude them based on specific dates.

Updates technical language and grammatical corrections throughout the regulatory framework for ambulance services.
