Amends Arizona Revised Statutes Section 8-162 regarding nonrecurring adoption expenses to provide a technical correction.

Establishes a department program to pay for nonrecurring adoption expenses from appropriated monies or other available sources.

Requires department approval and signed agreement before entry of final adoption decree, with limited exceptions for adoptions finalized between January 1, 1987 and September 27, 1990.

Allows reimbursement after adoption finalization only when final decree was entered between January 1, 1987 and September 27, 1990, or when expenses were paid after January 1, 1987 for decrees entered before that date.

Sets December 14, 1990 as the application deadline for adoptions finalized between January 1, 1987 and September 27, 1990.
