Appropriates funds for Arizona state government operations in fiscal year 2011-2012, including $2.573 billion for K-12 education, $5.545 billion for Arizona Health Care Cost Containment System, and $1.002 billion for corrections.

Defers $952.6 million in school district state aid payments to fiscal year 2012-2013 and defers $200 million in university support to fiscal year 2012-2013, to be repaid in those years.

Reduces Department of Economic Security payments by deferring $35 million for May-June 2012 services to after July 1, 2012, except for child care providers and developmentally disabled services providers.

Transfers $105.4 million in vehicle license tax revenue from the state highway fund to the state general fund in fiscal year 2011-2012.

Amends prior appropriation law by changing payment deferrals for Department of Economic Security from $42 million to $35 million and adjusting state building debt service payments to $35.4 million and $13.7 million respectively.
