Modifies Arizona convention center development fund distributions through fiscal year 2043-2044, replacing the original escalating schedule with specified annual amounts ranging from $5.6 million to $30 million.

Establishes vehicle license tax revenue transfer to state general fund equal to the difference between five-year and two-year vehicle registration collections.

Creates radiation regulatory fee fund and seriously mentally ill housing trust fund; authorizes fee increases up to $500,000 for radiation regulatory agency and $525,000 for office of pest management in fiscal year 2011-2012.

Redirects unclaimed property funds: $2.5 million to seriously mentally ill housing trust fund, $2.5 million to housing trust fund, and $24.5 million to department of revenue administrative fund annually.

Requires five counties (Maricopa, Pima, Mohave, Pinal, Yavapai) to transfer specified amounts totaling $38.6 million to state general fund in fiscal year 2011-2012 and waives budget stabilization fund appropriation requirements.
