• Suspends capital outlay state aid for community colleges in fiscal year 2011-2012, but allows districts to redirect existing capital funding to operating expenses.

• Adds a new reporting requirement for the Arizona Board of Regents to submit graduation and retention rates by university campus to the Joint Legislative Budget Committee by August 1 annually.

• Removes the mandatory 50% allocation of medical student loan funds to private medical school students in fiscal year 2011-2012, effective retroactively from June 30, 2011.

• Reduces the state match requirement for the Financial Aid Trust Fund from two dollars per dollar raised to less than two dollars for fiscal year 2011-2012.
