Transfers children's rehabilitative services from the Department of Health Services to the Arizona Health Care Cost Containment System (AHCCCS) administration, effective June 30, 2011.

Establishes new definitions and eligibility screening processes for chronically ill or physically disabled children, requiring financial screening and coordination with Medicaid to determine eligibility.

Creates a prescription drug rebate fund to collect rebates and federal monies for offsetting federal draws, administrative costs, and nonfederal share payments in AHCCCS medical services programs.

Implements cost-sharing requirements for AHCCCS members beginning July 1, 2011, including monthly premiums up to $15 per person (maximum $60 per household), copayments of $5 for physician visits, $10 for urgent care, and $30 for emergency department visits.

Modifies hospital reimbursement rates, nonemergency transportation coverage, vital records fees, and establishes county contributions to long-term care and acute care systems for fiscal years 2011-2012.
