Reduces the cash assistance time limit from 36 months to 24 months for heads of household, ineligible parents, and adult nonparent relative heads of household under Arizona's welfare program.

Applies the new 24-month time limit retroactively to all cash assistance received on or after October 1, 2002, regardless of whether months are consecutive.

Terminates cash assistance on the first day of the month following the amendment's effective date for any family that has already received 24 or more months of assistance.

Allows the Department of Economic Security to reduce maximum income eligibility levels for child care assistance during fiscal year 2011-2012 to manage within available funding, with required notification to the legislative budget committee.

Requires the Department of Economic Security to screen and drug test adult TANF recipients with reasonable cause during fiscal year 2011-2012, making recipients who test positive for unprescribed controlled substances ineligible for benefits for one year.
