Establishes various fiscal year 2011-2012 budget provisions including: allowing off-highway vehicle fund use for state parks operations ($692,100), suspending underground storage tank administrative caps to transfer $6,531,000, and authorizing agricultural and water resources fee increases capped at specified amounts ($218,000-$7,000,000 respectively).

Permits use of law enforcement and boating safety fund monies for specific counties and state parks operations, allows state parks enhancement fund monies for operations and capital needs, and limits water quality assurance revolving fund appropriations to $7,000,000.
