Requests establishment of border security programs, increased state criminal alien assistance program funding, and state impact grants to offset healthcare and education costs related to unauthorized immigration.

Proposes market-based visa programs for essential workers, promotion of circular migration patterns, and settlement of unauthorized persons' status after payment of fines, fees, and satisfaction of employment/education and medical examination requirements.

Calls for encouragement of family unity, reduction of immigration application backlogs, right to qualified representation at immigration proceedings, and reimbursement of emergency health services for unauthorized persons.

Directs Arizona Secretary of State to transmit the memorial to the President, Congress leadership, and all Arizona congressional members.
