Urges the Congress of the United States to introduce and enact the Development, Relief and Education for Alien Minors (DREAM) Act into law.

References the "Wilson Four" case (Oscar Corona, Jaime Damian, Yuliana Huicochea, and Luis Nava) as examples of undocumented students brought to the United States as minors who faced deportation despite academic success.

States that an estimated 65,000 undocumented students graduate annually from American high schools and face potential deportation under current immigration laws despite having no other home outside the United States.

The DREAM Act would allow undocumented high school graduates who were brought to the United States as minors and have lived in the country for at least five years to apply for legal status.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, Speaker of the House, and all members of Congress from Arizona.
