Proposes an amendment to Article VII, Section 13 of the Arizona Constitution regarding bond elections and special assessments.

Changes the voter eligibility language from "real property tax payers, who shall also in all respects be qualified electors" to simply "the qualified electors" for voting on bond issues.

Modifies the phrase "political subdivisions thereof" to "political subdivision" for grammatical consistency.

Requires the Secretary of State to submit the proposition to voters at the next general election per Article XXI of the Arizona Constitution.
