Proposes amendment to Article X, Section 4 of the Arizona Constitution relating to state trust lands.

Reorganizes constitutional language into subsections (A, B, C) requiring appraisal of trust lands at true value before sale or disposal.

Maintains requirement that land sales cannot occur for less than appraised value and establishes minimum price requirements.

Specifies that credit sales must be accompanied by ample security and that legal title does not pass until full consideration is paid.

Directs Secretary of State to submit the proposition to voters at the next general election.
