Legislature expresses intent to protect Arizona's sovereignty under the Tenth Amendment by opposing the Tohono O'odham Nation's application to create a new Indian reservation within the exterior boundaries of the City of Glendale.

Asserts that the term "within a city or town" in the relevant federal statute should include territory surrounded on three sides by a city or town, and that the proposed reservation land qualifies under this interpretation.

Contends that the Tohono O'odham Nation removed gaming from its initial federal application while consistently stating intentions to conduct gaming, and that the federal government wrongfully accepted this amendment without considering the Nation's true intentions.

Authorizes members of the Legislature, including the Speaker of the House and President of the Senate, to join as parties to any lawsuit opposing the federal government's creation of a new reservation within Arizona without prior legislative approval.

Directs the Secretary of State to transmit copies of the resolution to the President, Congress, and state legislatures regarding Arizona's opposition to the proposed reservation.
