Proposes amendment to Article X, Section 5 of the Arizona Constitution regarding the minimum price for state trust land sales.

Replaces fixed dollar amounts ($3 per acre and $25 per acre) with a requirement that all lands be sold at "their true appraised value."

Applies different appraised value standards: irrigable lands must be appraised based on "susceptibility of irrigation," while other lands use standard appraisal methods.

Maintains existing provision allowing the state to relinquish lands to the United States for irrigation projects upon request of the Secretary of the Interior, with replacement lands selected under the Enabling Act.

Requires submission of the amendment to voters at the next general election if approved by both chambers of the legislature.
