Proposes an amendment to Article IV, Part 2, Section 23 of the Arizona Constitution regarding public officers and transportation.

Clarifies that public officers cannot accept or use passes or purchase transportation from railroads or other corporations, except as transportation available to the general public.

Exempts members of the Arizona National Guard traveling under orders from this restriction.

Directs the legislature to enact laws to enforce the constitutional provision.

Requires submission of the proposed amendment to Arizona voters at the next general election.
