Proposes amendment to Arizona Constitution Article IX, Section 17 to reduce the state appropriation limitation from 7% to 6.4% of total personal income for fiscal years beginning after June 30, 2013.

Maintains the 7% limitation through fiscal year 2012-2013, with the new 6.4% limit applying to subsequent fiscal years without adjustment for prior governmental function transfers.

Allows the appropriation limitation to be exceeded only by affirmative vote of two-thirds of both houses of the legislature on measures appropriating amounts in excess of the limit.

Permits any Arizona resident to bring a civil action in superior court to enforce compliance with appropriation limits, with courts authorized to award litigation costs and attorney fees as appropriate.

Requires the Secretary of State to submit the proposition to voters at the next general election under Article XXI of the Arizona Constitution.
