Proposes constitutional amendment allowing disposition of state trust lands without public auction to establish veterans' cemeteries, conveyed to state or federal agencies serving uniformed services veterans.

Limits veterans' cemetery land conveyances to parcels in urbanized areas selected from lands held in trust for public buildings, with cumulative statewide total not exceeding 250 acres.

Requires lands conveyed for veterans' cemeteries to revert to the state if not developed as a cemetery within five years, returning to their original trust.

Allows legislature to reassign trust lands among beneficiaries if reallocated land values remain substantially the same.

Amendment is conditional upon Congressional amendment of the Arizona-New Mexico Enabling Act of 1910 by December 31, 2014, authorizing the state constitutional changes.
