Claims state sovereignty over all powers not enumerated to the federal government under the Tenth Amendment to the U.S. Constitution.

Declares that the federal government has exceeded its constitutional authority by forcing constructions of the Constitution and consolidating state powers into federal hands.

Asserts that states have the right and duty to interpose to arrest federal overreach and maintain state authorities, rights and liberties.

Serves formal notice to the federal government to cease implementing laws and mandates beyond constitutionally delegated powers, effective immediately.

Directs the Arizona Secretary of State to transmit copies to the President, Congress leadership, and state legislatures nationwide.
