AZ SCR1035

Proposes a constitutional amendment to Article XXVIII, sections 1 and 4 of the Arizona Constitution regarding English as the official language.

Defines "official action" to include all government functions, laws, proceedings, and actions by state or political subdivisions, with specific exemptions for language education, federal disability laws, tourism/commerce, public health/safety, crime victim protections, Native American languages, and assistance to hearing-impaired or illiterate persons.

Requires that official actions be conducted in English and prohibits government representatives from using or offering non-English languages in official communications unless specifically requested by the recipient, with no obligation to honor such requests.

Permits informal, unofficial translations between government representatives and other persons if both parties acknowledge the communication is unofficial and the recipient requests the non-English language for that specific communication.

Directs the Secretary of State to submit the proposition to voters at the next general election.
