Proposes constitutional amendment to allow the Arizona legislature to create a process for exchanging state trust lands granted under the enabling act for public lands, subject to voter approval.

Requires exchanges to serve one of two purposes: preserving military facilities from encroaching development, or proper management and protection of state lands for public use.

Mandates at least two independent appraisals and analyses showing the state receives equal or greater value, projected income impacts to the trust, and fiscal impacts on affected counties, cities, towns and school districts before public hearings.

Requires public notice with full disclosure of transaction details, ownership of all parcels, and appraised values, followed by public hearings at the state capital and in the vicinity of the lands being exchanged, with at least six weeks' notice.

Exchanges must be approved by a majority of qualified electors voting on a referendum measure at the next regular general election to become effective.
