Increases nonattorney members on the Commission on Appellate Court Appointments from five to ten members, appointed by the governor with senate advice and consent.

Establishes a nine-member nominating committee (not more than five from same political party) to recommend nonattorney appointees at least 90 days before term expiration or within 21 days of vacancy.

Increases nonattorney members on trial court appointment commissions in counties with 250,000+ population from five to ten members, with two appointed from each supervisorial district.

Creates a seven-member nominating committee (not more than four from same political party) for trial court nonattorney vacancies, appointed by the board of supervisors member from the affected district.

Removes requirement that State Bar of Arizona board of governors nominate attorney commission members, allowing direct gubernatorial appointment subject to senate confirmation.
