Amends Arizona Constitution Article VI, sections 38 and 39 to replace voter retention elections with a senate vote for judicial retention of justices and judges.

Requires justices and judges to file a declaration of desire for retention with the secretary of the senate (instead of the county clerk) 60-90 days before their term expires.

Changes retention determination from a public ballot vote to a senate vote, with a justice or judge retained in office unless two-thirds of senate members reject retention.

Eliminates the current system of placing retention questions on the general election ballot in the form "Shall [judge name] be retained in office? Yes __ No __"

Subjects the amendment to voter approval via ballot proposition at the next general election.
