Proposes a constitutional amendment to divide Arizona into five districts, each composed of six contiguous legislative districts, with one corporation commissioner elected from each district.

Maintains the five-member Corporation Commission structure with four-year terms for all commissioners.

Retains existing term limits prohibiting members from serving more than two consecutive terms and requiring one full term out of office before re-election.

Preserves the Governor's power to appoint commissioners to fill vacancies until a successor is elected at a general election.

Requires voter approval through the next general election for the amendment to take effect.
