• Proposes constitutional amendments to Arizona Article II, Section 31 and Article XVIII, Section 6 requiring all punitive damages awarded to be deposited into a crime victim restitution fund.

• Allows courts to approve payment of actual expenses incurred by plaintiff's attorney on punitive damages research plus 10 percent from the fund.

• Directs any remaining punitive damages monies to crime victims for whom restitution is due.

• Requires submission of the proposition to voters at the next general election for approval.
