Creates exemptions from audit and investigatory requirements for schools receiving A or B letter grades under the school accountability system, unless allegations of gross negligence or criminal conduct are made.

Schools with A grades are fully exempt from audit and investigatory requirements; schools with B grades are exempt from annual audits and must be audited no more frequently than once every two years.

Exemptions apply to financial and compliance audits, procurement practice reviews, and other audit requirements prescribed in Arizona education statutes, subject to federal single audit act compliance.

Amends sections 15-213, 15-914, and 15-914.01 to incorporate the new audit exemptions for high-performing schools throughout Arizona's audit requirements for school districts and charter schools.
