Amends Arizona Revised Statutes Section 15-503 to establish that school governing boards must require principals to have at least five years of classroom teaching experience.

Applies the five-year teaching experience requirement to both individually employed principals and principals jointly employed by multiple governing boards.

Maintains existing requirements for superintendents to have valid fingerprint clearance cards and for governing boards to determine superintendent qualifications at public meetings.

Preserves existing provisions regarding employment terms (up to three years), performance evaluation systems, contract offer deadlines, and nonretention notice procedures for administrators and school psychologists.
