HB 2012 Summary

• Grants county school superintendents authority to select one basic textbook for each grade level and academic subject in common schools and high schools beginning in the 2012-2013 school year, replacing the governing board's selection power.

• Allows school principals to terminate classroom teacher employment subject to review and approval by the county school superintendent, and prohibits collective bargaining agreements from preventing such terminations.

• Transfers textbook and supplemental materials approval authority from school district governing boards to county school superintendents for common schools, high schools, and courses without basic textbooks.

• Establishes that county school superintendents shall establish criteria for determining the highest performing 20 percent of teachers in the school district or charter school for purposes of performance-based compensation from the classroom site fund.

• Creates Chapter 9.1 of Title 15 requiring county school superintendents to receive per-pupil funding and disburse it to school districts and charter schools, contingent on verification that students are administered nationally recognized standardized tests in grades 3, 8, and 10-12.
