Establishes a confidential substance abuse treatment and rehabilitation program for impaired licensed nurses and certificate holders, including education, intervention, therapeutic treatment, and post-treatment monitoring.

Allows the board to contract with private organizations to operate treatment programs, with requirements for periodic reporting, release of treatment records on demand, and immediate notification of licensees misusing substances or refusing treatment.

Authorizes the board to allocate up to $40 from each active license and certificate renewal fee to fund the substance abuse program.

Creates a separate confidential program for evaluating and treating licensees with medical, psychiatric, psychological, or behavioral health disorders that may impact their ability to safely perform professional duties, with participation available through voluntary self-reporting or referral by peers and healthcare entities.

Provides immunity from civil and malpractice liability for evaluators, teachers, supervisors, and volunteers acting in good faith within the scope of either treatment program.
