Amends Arizona Revised Statutes section 38-651 regarding state employee health and accident insurance coverage.

Requires each officer or employee to pay no less than 18 percent of the total premium cost for health and accident insurance, replacing previous language that did not establish a minimum expenditure requirement.

Maintains the department of administration's authority to procure health coverage for full-time state officers, employees, and their dependents through various plan types including indemnity insurance, health maintenance organizations, and dental plans.

Preserves existing subsection D limits on monthly public monies expenditure: $500 per individual, $1,200 for married couples both employed by the state, and $1,200 for employees with non-state-employed spouses receiving family coverage.
