Prohibits cities and towns from requiring residential rental licenses or business licenses for residential rental property owners, except for transaction privilege tax licenses when the city imposes sales tax on rent.

Prohibits cities and towns from requiring residential rental property owners or managers to register rental properties with the municipality; cities must obtain registration information from county assessor offices instead.

Prohibits cities and towns from requiring fingerprint clearance cards from residential rental property owners or managers.

Requires any citywide residential rental property inspection program to be adopted by at least three-fourths vote of the city or town council, with public hearing held at least 30 days prior to adoption.

Requires advance notification to all residential rental property owners registered with the county assessor at least 20 days before the public hearing, and publication of hearing notice in local newspaper and municipal website at least two weeks prior.
