Expands Arizona law to prohibit furnishing tobacco or shisha instruments and paraphernalia (including hookahs and waterpipes) to minors, classifying the offense as a petty offense.

Makes it a petty offense for minors to possess or accept cigars, cigarettes, smoking or chewing tobacco, or shisha instruments and paraphernalia, with a mandatory minimum fine of $100 or 30 hours of community restitution if paraphernalia is involved.

Classifies it as a petty offense for individuals under 18 who misrepresent their age to purchase tobacco or shisha instruments, with a fine up to $500.

Exempts religious or ceremonial use of tobacco or shisha products by minors when used as an integral part of bona fide religious practice.

Exempts shisha instruments and paraphernalia given to minors as gifts or souvenirs if not intended to be used for smoking or ingesting tobacco or shisha.
