Removes requirement that teachers obtain a certificate issued by the state board of education in order to provide classroom instruction in Arizona school districts.

Allows noncertificated teachers to be employed if they have not received a teaching certificate, changing employment requirements from "shall not" to "may" be employed without a certificate.

Eliminates the county school superintendent's duty to deny payment of teacher salaries unless the teacher, substitute teacher, or administrator is legally certified during the fiscal year.

Amends sections 15-203, 15-302, and 15-502 of Arizona Revised Statutes to facilitate employment of noncertificated school personnel in classroom instruction roles.
