Amends instruction requirements for state and federal constitutions in schools, changing from mandatory to optional instruction in essentials, sources and history of the U.S. and Arizona constitutions.

Requires high school students to complete a course on the essentials, sources and history of the U.S. and Arizona constitutions and the Federalist Papers, with passing score required for graduation beginning in the 2014-2015 school year.

Mandates a semester-long course in the free enterprise system for high school students beginning in the 2012-2013 school year, covering characteristics of free enterprise, economic growth, rule of law, government policies, and entrepreneurship; requires passing grade for diploma.

Requires school districts and charter schools to provide a personal finance course as part of the mathematics curriculum covering household expenses, home and auto financing, financial services, and retirement planning, with passing grade required for graduation beginning in the 2013-2014 school year.

Directs the Department of Education to submit a report by September 15, 2014 on implementation of free enterprise instruction to the governor, legislature, and secretary of state.
