Amends Arizona Revised Statutes Section 16-204 to consolidate election dates for counties, cities, towns, school districts, community college districts, and special districts organized under Title 48.

Establishes that all elections (including recall and special elections) must be held on the second Tuesday in March, third Tuesday in May, the tenth Tuesday before the first Tuesday after the first Monday in November in even-numbered years, or the first Tuesday after the first Monday in November in even-numbered years.

Requires elections for approval of obligations or secondary property tax assessments to be held on the first Tuesday after the first Monday in November in even-numbered years.

Specifies that for cities or towns with populations of 175,000 or more persons holding regular candidate elections in even-numbered years, city council and mayor terms begin on or after the second Tuesday in January following the election.

Effective December 31, 2013, with the Legislative Council Staff directed to prepare conforming legislation for the fifty-first legislature.
