Establishes escalating felony classifications for marijuana possessed for sale, from class 4 felony (less than two pounds) to class 2 felony (more than four pounds).

Requires courts to impose mandatory fines of not less than $750 or three times the marijuana's value for felony violations, with no suspension of fines permitted.

Maintains sentencing enhancements including mandatory minimum sentences without probation or early release for certain threshold amounts, and requires community restitution or drug counseling as conditions of probation.
