Amends Arizona Revised Statutes section 36-2912 to expand healthcare group coverage eligibility by reducing the minimum employee threshold from two employees to one employee.

Allows sole proprietors and employers with one eligible employee to contract with the Arizona Health Care Cost Containment System (AHCCCS) to participate in the healthcare group program.

Maintains existing requirements that employers with five or fewer employees must enroll 100% of eligible employees, while employers with six or more employees must enroll at least 80% of eligible employees.

Preserves all other provisions related to healthcare group administration, reimbursement rates, premium calculations, preexisting condition exclusions, and reporting requirements to the joint legislative budget committee.
