Removes the term "qualified" from the existing prohibition on assignment of pension rights, making the restriction on domestic relations orders absolute rather than conditional.

Maintains existing protections allowing court-ordered writs of attachment, execution, and garnishment for child support arrearages and debts.

Preserves the plan's ability to pursue civil suits against persons who defraud or embezzle plan funds, with courts authorized to award costs, attorney fees, and judicial liens against the wrongdoer's nonexempt property.

Authorizes the board to offset court-ordered amounts against any benefits payable to active or retired members or survivors.
