Amends Section 38-843.05 of Arizona Revised Statutes regarding the Public Safety Personnel Retirement System's return to work provisions.

Requires employers to pay an alternate contribution rate on behalf of retired members who return to work in any capacity, whether with a new participating employer or their former employer after 60 consecutive days.

Sets the alternate contribution rate equal to the portion of total required contribution applied to unfunding actuarial accrued liability, with a minimum rate of 8 percent per year.

Specifies that all employer contributions are irrevocable and must be used for benefits or system expenses, with late payments subject to interest charges per Section 38-843(D).

Requires employers to submit reports, data, and materials requested by the board to determine compensation for returning retirees and to assess the return to work program's function and operation.
