Amends Arizona Revised Statutes § 28-903 to allow motorcycles to advance between traffic lanes when traffic is stopped or moving slower than 25 miles per hour.

Permits motorcycle operators to overtake and pass in the same lane as the vehicle being overtaken when traffic conditions meet the speed threshold.

Permits operators to ride between lanes of traffic or between adjacent rows of vehicles under the same stopped or slow-moving traffic conditions.

Maintains existing prohibitions on lane-passing and between-lane operation at all other times, with exception for peace officers performing official duties.

Effective date: August 30, 2013.
