Amends Arizona Revised Statutes section 36-3410 regarding regional behavioral health authorities and contracting for behavioral health services.

Requires the department and behavioral health contractors to prepare monthly summary statements detailing clients served, units of service provided, and state and federal monies distributed, in a format prescribed by the department.

Limits maximum reimbursement for services provided directly by regional behavioral health authorities to 30 percent above the Arizona health care cost containment system fee-for-service rate.

Effective January 1, 2013, requires all behavioral treatment services provided by the department to be transferred to regional behavioral health authorities.

Adds provisions requiring counties with populations exceeding 800,000 to contract with at least two behavioral health contractors, prohibiting regional behavioral health authorities from contracting with networks or administrative entities, and requiring department-approved accounting methodologies to ensure appropriate use of service dollars.
