HB 2083 Summary

• School districts and charter schools must adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2013, with exceptions if adoption would increase cleaning costs.

• State agencies, universities, school districts, and community college districts must reduce energy use in public buildings by 20% per square foot by July 1, 2020, and purchase at least 10% of energy from green sources by July 1, 2017.

• Existing state buildings over 50,000 square feet and all new or leased state buildings must conform to Leadership in Energy and Environmental Design (LEED) green building rating standards by July 1, 2017.

• Establishes an Energy and Water Efficiency Fund for Public Facilities with $10 million to provide low-interest loans to state agencies, universities, cities, counties, and political subdivisions for energy and water efficiency measures, with repayment from energy and water savings.

• Creates a Green Public Schools Task Force to identify retrofit procedures for schools, recommend a model green cleaning policy, and develop financing recommendations, with a report due by November 1, 2013.
